How to Build a Digital Marketing Strategy for a Saudi Business

Winding path with three milestone markers and a compass
Definition

A digital marketing strategy is a written plan that links a business goal to the customers you want, the offer you make them, the channels you use, the budget and the numbers that will tell you whether it is working. If it does not name a goal and a measure, it is a list of activities, not a strategy.

The steps below work for a small shop, a retail chain or a franchise. The difference is in the numbers you put into each step, not in the order.

Step 1: What number are you trying to change?

Pick one business outcome and put a figure and a date on it: leads per month, online orders, branch visits, bookings. "More awareness" is not a goal until you can say how you will know it happened.

Work backwards. If you need 20 new customers a month and about one in four enquiries becomes a customer, you need about 80 enquiries. That figure, taken from your own sales data, decides how much traffic and budget the plan needs. The one-in-four ratio here is only an example, so use your own.

Step 2: Who exactly are you trying to reach?

Describe two or three customer groups in terms that change what you do: what they need, what they search, which language they use, where they are and what stops them buying. In Saudi Arabia, language and location are often the biggest differences. An Arabic-speaking family in Jeddah and an English-speaking procurement manager in Riyadh need different pages, ads and proof.

Step 3: What are you offering, and why you?

State your offer in one sentence a customer would repeat, then list the proof that supports it: reviews, years in business, projects delivered, certifications, guarantees. Use only proof you can show. Marketing amplifies whatever is there, including a weak offer.

Step 4: Which channels, in what order?

Think in terms of a funnel and put each channel where it works best.

StageCustomer questionChannels that serve itPage or asset needed
AwarenessIs there a solution to my problem?Short video, paid social, creators, articlesVideo, guides, a clear brand
ConsiderationWhich option is right for me?SEO, comparison content, reviews, emailService pages, comparisons, case evidence
DecisionCan I trust this seller and is it easy to buy?Paid search, Google Business Profile, retargetingA fast page with price, proof and a clear action
RetentionWhy should I come back or recommend you?Email or WhatsApp with consent, loyalty offersOrder follow-up, reviews request, offers

Retail and franchise businesses add a layer: each branch needs its own local listing, page and hours, so the head office plan has to allow for local variations. Our guide to digital marketing in Saudi Arabia compares the channels in more detail. If social media is one of your channels, this social media strategy guide and the platform comparison help you choose where to start.

Step 5: Is the website ready to receive the traffic?

Marketing sends people to your site, so check it before spending. Does it load quickly on a phone? Does each service or product have its own page? Is the way to contact or buy visible without scrolling? Are Arabic and English versions both complete? A technical SEO audit answers most of these, and if you are choosing a platform, read choosing a platform for a Saudi business website.

Step 6: How should the budget be split?

There is no single right split. Use these principles instead.

  • Spend first on what captures existing demand (search ads, your Google Business Profile), because it converts soonest.
  • Fund a smaller test on each new channel before scaling it, with a fixed amount and a date to review.
  • Keep part of the budget for fixing the website and tracking, since improving conversion makes every other riyal go further.
  • Treat SEO and content as an investment that builds over time, and ads as a cost that stops when the budget stops.

For how the first two compare, see SEO vs Google Ads.

Step 7: What will you measure?

Choose a few measures tied to the goal, set up tracking before launching, and decide who looks at them and when. Leads, cost per lead, lead quality and revenue from each channel matter more than clicks or impressions. The detail is in how to measure digital marketing: KPIs, ROI and the funnel.

Step 8: How often will you review and change course?

Review monthly at first. Ask what produced enquiries, what produced quality enquiries, what cost too much and what to stop. Change one thing at a time where you can, so you know what caused the difference. A strategy that is never revised is probably not being measured.
