As an influencer marketing agency in Riyadh, we find creators whose followers are your customers, check the licensing and disclosure rules Saudi Arabia requires, and put paid media behind the posts that work. You see what each creator actually delivered.

The posting is the easy part. Most of the value, and most of the risk, sits around it.
An influencer marketing agency matches your product to creators whose audience is your customer, agrees fees and usage rights, writes the brief, checks that paid posts are licensed and labelled, and reports what came back. A good one will also tell you when creators are the wrong channel for your goal.
Saudi Arabia adds a legal layer. Individuals who advertise on social media need a Mawthooq licence from the General Authority for Media Regulation (GAMR), which was previously the General Commission for Audiovisual Media. When the licence was introduced in 2022, the regulator said it could also penalise companies that contract with unlicensed individual advertisers. Checking the licence before the contract is signed is far easier than dealing with a takedown afterwards.
We run creator campaigns on TikTok, Snapchat, Instagram, YouTube and X, and connect them to the paid media we already manage. A post that performs can then become an ad instead of fading out of the feed after a day.

A creator campaign only pays back if your buyers are on the platform. These are the audience sizes DataReportal reports for Saudi Arabia.

Each platform does a different job. The right mix depends on what the buyer needs to see before they act.
Creator videos suit products that are easier to show than to explain. With Spark Ads, a brand can promote a creator’s organic post once the creator shares an authorisation code. Plan for the fact that a private video becomes public when it is used in a campaign. Our TikTok Ads and TikTok Shop service handles the paid side.
DataReportal lists a potential ad reach of 25.3 million on Snapchat in late 2025. Creator stories suit launches and offers with a closing date, because the post can send people straight to the offer. See our Snapchat advertising service.
Reels and Stories suit fashion, beauty, food, home and hospitality. Partnership ads on Meta let a brand run a creator’s post as an ad once the creator grants permission. Paid delivery runs through our Meta Ads management.
For higher-priced products, a ten-minute review answers questions that a 15-second clip cannot. DataReportal lists a potential ad reach of 27.5 million on YouTube in late 2025.
X works when the goal is talk around a launch, an event or a campaign hashtag. It is a weaker fit for products that need to be shown working, so it rarely leads an e-commerce campaign.
A creator post that performs organically can run as an ad to a wider, targeted audience. Permissions and paid-usage terms are agreed in the contract before filming, so the option is open if the post works.
We will say whether creators are the right first step, or whether search, Meta or TikTok campaigns would get you further for the same money. If creators do fit, you get a shortlist approach and a tracking plan.
Licence and contract checks come before anything is filmed.
We agree what a good result looks like (sales, leads, app installs, store visits or awareness) and who the buyer is, so creators are judged against something real.
We shortlist by audience location, language and past content, not follower count alone, and review recent posts for fit with your brand.
We check each creator’s Mawthooq licence and registered accounts, then agree fees, deliverables, usage rights and takedown terms in writing.
The brief sets key messages, the exact disclosure wording, what not to say and the number of review rounds, in Arabic, English or both.
Posts go live with tracked links or codes. Strong posts can be promoted as paid ads where the creator has granted permission.
You see results per creator against the agreed goal, so the next round keeps what worked and drops what did not.

| Check | What the rule says | How we handle it |
|---|---|---|
| Mawthooq licence | Individuals who advertise on social media in Saudi Arabia need one. Reported cost and term: about SAR 15,000 for three years. Companies and institutions are exempt. | We ask for the licence details before the contract is signed. |
| Registered accounts | The licence is tied to accounts registered with the regulator and cannot be transferred to someone else. | The accounts named in the contract must match the registered ones. |
| Sponsored labelling | Digital advertisements must be clearly labelled as sponsored. | The brief states the exact wording and where it appears. We also use the platform’s paid-partnership label where one exists. |
| Content standards | GAMR content rules apply, including limits on displays of wealth and on inappropriate language. | Scripts or storyboards are approved before posting. |
| Children in content | A 2025 regulation prohibits influencers from featuring children in promotional content. | Briefs do not include child talent. |
| Stopping a campaign | Advertisers must stop promotion immediately when the authority directs it. | The contract includes a removal clause with a response time. |

Four models cover most campaigns. The right one depends on how well you can track sales.
| Deal model | How it works | Suits | Watch for |
|---|---|---|---|
| Flat fee per deliverable | A fixed price for each post, story or video | Awareness and launches | The fee is paid whatever the result |
| Fee plus paid usage rights | The creator fee plus a charge for running the post as an ad | Campaigns you plan to amplify | How long the rights last and which platforms they cover |
| Commission or code-based | The creator earns a share of sales made through a link or code | Products with a trackable checkout | Some creators will not accept it, and attribution has gaps |
| Product gifting | Free product in place of a fee | Small brands testing creators | No guarantee of a post and little control over timing |
Creator fees go to the creator and ad spend goes to the platforms, so ask any agency to show both separately from its own fee.
Creator campaigns pay back faster when tracking and paid media are already in place.
Our guide to performance marketing versus PPC in Saudi Arabia explains how that works, and the performance marketing service covers the paid side in full. If you also need posting between campaigns, see social media management.
Yes, if the creator gives permission and your contract covers paid use. On TikTok the creator generates an authorisation code that the advertiser uses to promote the post as a Spark Ad, and advertisers can authorise up to 20 codes at a time. On Instagram and Facebook, partnership ads work through the creator granting permission to the brand. Agree the platforms and the length of paid use in writing, because creators often price paid usage separately.
Each creator gets their own tracked link or discount code, so visits and orders can be tied to a person and a post. Where buyers do not click, a short question at checkout about how they heard of you fills part of the gap. View counts are reported, but they are not treated as results.
No. A larger following buys reach, but only the part of it in your market counts. Check where the audience is based, which language it follows and how people respond to earlier sponsored posts. A smaller creator with a close audience can suit a local product better than a famous name with a scattered one.
The contract should say who removes it and how fast. Saudi rules require advertisers to stop promotion when the authority directs it, so each creator agreement includes a takedown clause with a response time, and approved scripts are kept on file.
Possibly. The 2022 announcement said non-Saudi individuals can apply for a Mawthooq licence once they hold a commercial register and the relevant media approvals. Rules for creators based outside the Kingdom are less clear from public sources, so confirm with GAMR or a Saudi lawyer before you contract with one.
